    Ian Kenney: Summary of Recent Projects

    Community Planning, Policy Analysis & Research

    o Conducted a study of “Lessons Learned” from the creation of the Aboriginal Children’s Circle of Early Learning (ACCEL) and the Aboriginal Service Provider’s Network (ASPN) for the First Nations and Inuit Health Branch (FNIHB) of Health Canada (2007)

    o Conducted community consultations and drafted position papers for submission to the public hearings of the Mackenzie Gas Project Joint Review Panel for the Inuvialuit communities of Inuvik, Tuktoyaktuk and Aklavik, N.W.T. (2005-2006)

    o Contributed to a review of current practices and future options with respect to the recognition of foreign credentials in non-regulated professions and industries, for the Canadian Tourism Human Resource Council (2005)

    o Completed a profile paper on current Maternal Child Health programs delivered by the Yukon, NWT, and Nunavut Governments, and existing programs gaps, for the First Nation and Inuit Health Branch (FNIHB) of Health Canada (2006)

    o Developed case studies on community-based delivery of early childhood education/early learning and childcare programs in Aboriginal communities, for the First Nations and Inuit Health Branch (FNIHB), Health Canada (2005)

    o Provided a wide-range of technical and policy advice to First Nation clients on all issues related to the negotiation of two self‑government agreements between Canada and the Meadow Lake Tribal Council and its nine member First Nations in Saskatchewan, and the Sioux Valley Dakota Nation in Manitoba (1995-2003)

    o Represented client First Nations in negotiations and in several all‑party technical work groups, and researched and drafted discussion papers, briefs, reports and speaking points on various issues for the Chief Negotiator and First Nation leadership (1995-2003)

    o Participated, as a member of the Royal Commission on Aboriginal People’s North Policy Team, in the research and writing of a detailed policy paper on the role of the traditional economy in the lives of northern Aboriginal peoples, and assisted with the research required for the drafting of the Final Report (particularly chapters relating to the North, Health and Governance) (1992-1995)

    o Conducted a review of Inuit attitudes towards the justice system, for the Federal Department of Justice (independent) (1995)

    Strategic Planning and Organizational Development

    o Managed the planning of Workforce Connex forums (a 2-day conference bringing together between 150 and 200 representatives from Aboriginal employment organizations with employers) in each of several provinces, including British Columbia, Alberta, Québec and Manitoba, for the Aboriginal Human Resource Development Council of Canada (AHRDCC) (2006-2007)

    o Developed a communications strategy for the promotion of the programs of the Canada Council for the Arts, la Société de développement des enterprises culturelles (SODEC) and le Conseil des arts et des lettres du Québec (CALQ) among Inuit artists and arts organizations in Nunavik and Labrador, for the Avataq Cultural Institute, Montréal (2005)

    o Researched and drafted an analysis of structural options for the creation of an Aboriginal post-secondary institution in northern Ontario for the Shingwauk Education Trust and Algoma University College (2003)

    o Researched and drafted comprehensive community health needs assessments for the Burntwood and Churchill Regional Health Authorities in northern Manitoba (2003-2004)

    o Assisted First Nation leadership and community committees in eleven First Nation communities in Saskatchewan and Manitoba with long-range planning and capacity building, as part of their movement towards the implementation of self-government arrangements (1995-2003)

    Program Evaluation

    o Conducted the planning, fieldwork, analysis and writing associated with the evaluation of two Aboriginal Human Resource Development Agreement (AHRDA) holders (Kakivak Association in Iqaluit, Nunavut and the Algonquin Human Resource Development in Rouyn-Noranda, Québec) as part of a broader evaluation of 13 AHRDAs for Human Resources Development Canada and Service Canada (2006-2007)

    o Contributed to the research, consultations, analysis and writing of an evaluation of the Aboriginal Human Resources Development Agreement between the Cree Regional Authority (Northern Québec) and Human Resources and Skills Development Canada (HRSDC) (2005-2006)

    o Participated in the evaluation of the Inuktitut component of the Canada-Nunavut Cooperation Agreement on the Promotion of French and Inuktitut Languages for the Nunavut Department of Culture, Language, Elders and Youth (2004)

    o A consultant to the evaluation of Rounds I (summative) and II (formative) of the Sector Involvement in Departmental Policy Development (SIDPD) component of the Volunteer Sector Initiative (VSI) for the Department of Canadian Heritage (2003-2004)

    o Contributed to an evaluation of the Canadian Agricultural and Rural Coordination Initiative (CARCI) for Agriculture and Agri-Food Canada (2005)

    Training, Facilitation, & Capacity Building

    o Prepared for and facilitated a two-day symposium on youth integration into the Nunavik economy in Kuujjuaq, Québec for the Kativik Regional Government (2007)

    o Prepared for and facilitated a one-day workshop on Stakeholder Relations and Communications to staff from a range of human resource sector councils for The Alliance of Sector Councils (TASC) (2007)

    o Prepared for and facilitated three separate multi-day workshops, two in Ottawa, the other in Iqaluit, with privacy policy and health human resource specialists toward the development of a Privacy Policy to govern the First Nations, Métis and Inuit Health Human Resources Inventory Initiative (FNMIHHRI) for the National Aboriginal Health Organization (2006-2007)

    o Delivered/facilitated a three-day workshop on Board Governance, Communications and Negotiations to the Board and staff of the Attawapiskat Development Corporation in Timmins, Ontario (2005)

    o Developed and delivered a presentation/workshop in Melbourne, Australia, on Aboriginal Health Care in Canada to representatives of various State Government departments, at the invitation of VicHealth, Melbourne (2004)

    o Researched and drafted community health assessment capacity building strategies for the Burntwood and Churchill Regional Health Authorities in northern Manitoba (2003-2004)

    o Facilitated numerous workshops, including those relating to the identification of strategic priorities and drafting of First Nation Constitutions, as part of the implementation of self-government arrangements (1995-2003)
